Confused on DWI BGM editing

I'm still needing help for how to write a DWI script for a background animation, how the SM should look with the DWI background, and most importantly HOW TO START the video on a specific second within the video (like on beat 1 the video starts in at second 25 or -8.45 or so)

It doesn't have to be fancy, I just have 1 video that starts on beat 1. But I need to change the time that the video within the file starts.

Please help!
